Questions 131–134 refer to the following article.
PORT ALLISON (October 8) — The city council's vote on a proposed expansion of the Harborview Convention Center has been [131]. Council members cited concerns about traffic on Shore Road that were raised by residents of the Eastgate neighborhood at a public hearing last month. The council now expects to take up the matter at its November 12 meeting.
The plan, submitted by Bayline Development, would add 6,000 square meters of exhibition space to the center. Supporters point out that the center turned away 14 conferences last year, most of [132] required more than 3,000 seats. The center's largest hall currently holds 2,500 people.
Marisol Ventura, a director at Bayline, said the delay would cost the project several months. "[133] the council approved the rezoning request in June, as we had hoped, we would have broken ground this autumn," she said.
If the plan is approved, construction will begin next April and take about 18 months. [134]. Bayline has agreed to pay for the road work, which the city estimates will cost $2.4 million.
✗ (C) whom:
✗ (A) Were: 倒置なら Were the council to approve(to 不定詞)。"Were the council approved" は「議会が承認される」で意味をなさない
✗ (C) Should: 後ろは原形(Should the council approve)。
Bayline has agreed to pay for the road work, which the city estimates will cost $2.4 million.
133: 主節は we would have broken ground。
134: the road work の the は何を受けているか。
133: If the council had approved の If を省いて had を前に出す

|---|---|---|---|
| Should + S | 原形 | If S should 原形 | 未来の「万一」 |

主節が would have なら Had |
