モデル解答
The rapid growth of cities worldwide has driven property prices to record highs, making it increasingly difficult for ordinary people to secure affordable homes in urban areas. While some argue that governments should prioritise building subsidised housing in city centres, others maintain that encouraging relocation to suburban or rural areas is a more practical solution. This essay will examine both perspectives before presenting my own view.
On the one hand, there are compelling reasons to invest in affordable housing within city centres. Many low-income workers, such as nurses, teachers, and service staff, rely on urban employment yet cannot afford to live near their workplaces. Long commutes impose significant financial and psychological burdens on these individuals. Furthermore, the concentration of affordable housing in city centres helps maintain mixed-income communities, which are widely associated with greater social cohesion and reduced inequality. Cities such as Vienna and Singapore have demonstrated that well-managed public housing programmes can successfully integrate people of different economic backgrounds within central urban areas.
On the other hand, encouraging people to settle outside cities has considerable merit. Urban overpopulation leads to infrastructure strain, traffic congestion, and environmental degradation. By redistributing population to suburban or rural regions, governments can alleviate these pressures while simultaneously revitalising economically stagnant areas. The rise of remote working has made this option more viable than ever, as many professionals no longer need to commute daily.
In my opinion, these two approaches are not mutually exclusive, and the most effective housing strategy combines both. Governments should build affordable homes in city centres for essential workers who cannot work remotely, while also investing in transport links and digital infrastructure in outlying areas to attract those who can.
In conclusion, although both views have genuine strengths, a dual strategy that addresses the needs of different groups of residents is likely to produce the most equitable and sustainable outcome.
