背景知識
IELTS Writing の評価軸 Coherence & Cohesion(CC) は、実は2つの異なる能力を測っています。Coherence(一貫性)は文章全体の論理設計図、Cohesion(結束性)は文と文・段落と段落を「つなぐ言葉」の技術です。Phase 2までは接続詞(However, Furthermore等)を使うことだけを意識してきましたが、接続詞だけに頼るとBand 6.0で頭打ちになります。

Introductionで両論に触れたあと、Body 1で「市場資金」、Body 2で「政府資金」を論じ、Conclusionで自分の意見(ハイブリッド案が妥当)を述べる。
各段落の冒頭文で、前段落の内容を①Reference(such institutions等)で軽く受けてから新しい論点に入ると、段落間の結束が強くなる。
- Body 1(市場資金派): チケット収入が取れない作品は税金で支えるべきではない/米国のように民間の寄付文化で芸術が成立している例/観客のニーズに応える圧力になる

A degree of government support remains essential for preserving culturally significant but commercially fragile work, while ticket revenue and private donations should supplement rather than replace it. Consequently, I believe a balanced funding model—one that combines modest public subsidy with diversified private income—offers the most sustainable path forward.
