[Introduction]
"Whether scientific research should be predominantly funded and directed by governments or by private enterprises is a matter of continuing debate. In my view, while private companies undeniably contribute valuable expertise and efficiency, the primary responsibility for research funding should rest with governments, particularly where the research serves the broader public interest."
[Conclusion]

Introduction
Whether scientific research should be predominantly funded and directed by governments or by private enterprises is a matter of continuing debate. In my view, while private companies undeniably contribute valuable expertise and efficiency, the primary responsibility for research funding should rest with governments, particularly where the research serves the broader public interest.
Body 1 — Government Funding Should Take Priority
The most compelling argument in favour of government-led funding concerns the nature of basic, or fundamental, research. Such research often yields no immediate commercial return, yet it forms the foundation upon which later, more applicable discoveries are built. Climate science and vaccine development illustrate this point clearly: neither generated substantial profit in their early stages, yet both have proven indispensable to public welfare. Because governments are not bound by shareholder expectations, they are uniquely positioned to sustain long-term projects whose benefits may not materialise for decades. Moreover, publicly funded research findings are typically made freely available, ensuring that scientific progress benefits society as a whole rather than being restricted by patents or proprietary interests.
Body 2 — A Complementary Role for Private Companies
This is not to deny that private companies have a legitimate and productive role to play. Commercial firms tend to operate with greater efficiency and are often quicker to translate research into practical applications, as seen in the rapid development of consumer technology and pharmaceuticals. Private investment can also supplement limited government budgets, particularly in fields requiring substantial capital. Nevertheless, an over-reliance on private funding risks distorting research priorities towards projects with the greatest profit potential rather than the greatest societal need, and may raise concerns regarding conflicts of interest when companies fund studies into their own products.
Conclusion
In conclusion, although private companies make a valuable contribution to scientific progress through efficiency and applied innovation, governments should retain primary responsibility for research funding, especially in areas of fundamental or public-interest research, with private investment serving a complementary rather than a dominant role.
"it is", "governments are not bound" のように短縮形が一度も使われていない。
"really/a lot of"の代わりに"substantial capital"に相当する精密な形容詞("legitimate and productive"、"indispensable")で程度を表現している。
This is not to deny that...", "Nevertheless"のような非人称構文で議論を進めている。
⑤: 文頭の"But"の代わりに"Nevertheless"、"So"の代わりに"Because"を文中に埋め込み、"at the end of the day"のようなクリシェは一切使われていない。
⑥: 結論は"governments should retain primary responsibility..."

I think the government should pay for science stuff, not companies. There's a lot of good things governments do because they don't care about money that much, they just want to help people. Like, when there's a big problem such as climate change, the government can spend a ton of money on it even if it doesn't make cash right away. But companies are different — they only want to make stuff that'll sell fast, so they don't bother with things that take too long.
Having said that, companies aren't totally bad. They're really good at making stuff quickly, like new phones or medicine, and they've got way more money than governments sometimes. So maybe it's okay if they help out a bit.
At the end of the day, I reckon governments should be in charge of most of the funding, but companies can pitch in too. Isn't that the best of both worlds?

(It could be argued that...)
