|---|---|---|
| 9 | "Cohesion is used in such a way that it very rarely attracts attention." |
| 7 | "A range of cohesive devices including reference and substitution is used flexibly but with some inaccuracies or some over/under use." |
| 6 | "cohesion within and/or between sentences may be faulty or mechanical due to misuse, overuse or omission." |

文中へ(, however,) | CC |

In many countries, supermarkets throw away large quantities of food that is still safe to eat. Some people believe that this should be made illegal and that supermarkets should be required to give unsold food to charities.

Introduction
Few sights capture the absurdity of modern food systems as neatly as a supermarket skip full of bread that was on sale a few hours earlier. It is therefore unsurprising that many people want the practice outlawed and the food redirected to charities. I largely agree that such a requirement is justified, although I doubt that it would, by itself, make a substantial difference to the overall volume of food that is wasted.
Body 1 — The case for compulsion
The case for compulsion rests on a simple observation: voluntary schemes leave the decision with the party that has least to gain from it. For a supermarket, donating surplus means paying staff to sort it, storing it safely and accepting a small risk of being blamed if someone falls ill. Discarding it costs almost nothing. A legal duty removes that imbalance. France took this step in 2016, which demonstrates that such an obligation is workable in a large retail market rather than merely an aspiration of campaigners.
Body 2 — The limits of a ban
A ban, however, addresses only the most visible part of the problem. The United Nations estimated in 2021 that retailers account for around 13 per cent of the food wasted in shops, restaurants and homes, compared with roughly 61 per cent for households. A law aimed solely at supermarkets would therefore tackle a minority of the waste while allowing politicians to claim that the issue had been resolved. Charities, moreover, can only accept what they have the volunteers and refrigeration to distribute; without funding for that capacity, some donated food would simply be discarded one step further down the chain.
Conclusion
In short, obliging supermarkets to donate unsold food is a sensible measure, and I support it. It should, however, be regarded as the easiest part of a wider strategy rather than as a solution in itself.

CC(推定 8.0): 文頭つなぎ0。
LR(推定 8.0): skip(英国英語の大型ごみ容器)/compulsion・a legal duty・obligation の言い換え/the party that has least to gain from it/aspiration of campaigners/one step further down the chain
GRA(推定 8.0): want the practice outlawed and the food redirected/挿入 it would, by itself, make/間接話法の過去完了 had been resolved/仮定の would を一貫
