Introduction
In cities such as Venice and Barcelona, the historic centre is increasingly a place that people visit rather than a place where they live. This essay argues that the main causes are the conversion of homes into short-term rentals and the gradual loss of everyday services, and that the most effective response is to limit short-term rentals while protecting the shops on which residents depend.
Body 1 — 原因
The most direct cause is the conversion of homes into short-term rentals. A flat let to tourists by the night can earn its owner far more than a long-term tenant would pay, so each conversion removes a home from the residential market and pushes up rents for those that remain. The effect does not stop at housing. Once enough residents have gone, the bakery and the hardware store lose their customers and are replaced by souvenir shops, and the families who stayed find that daily life has become harder to sustain. Venice shows where this leads: only about 50,000 people still live in its historic centre.
Body 2 — 対策
Each cause points to a remedy. Since short-term rentals remove homes from the market, the most direct measure is to cap or phase out their licences. Barcelona announced in 2024 that it would end short-term rentals by 2028, and other cities are watching whether the policy returns flats to long-term tenants. A cap alone, however, will not bring back the bakery. Councils can also use their control over zoning and commercial leases to reserve ground-floor premises for food shops and other services that residents use every week. A tourist tax, of the kind Amsterdam already charges, could fund both measures without raising taxes on residents.
Conclusion
In short, residents are leaving historic centres because homes earn more as short-term rentals and because the services that made daily life possible are disappearing. Limiting short-term rentals and protecting everyday shops address these two causes directly, and both can be paid for by the visitors whose numbers created the pressure.

|---|---|---|
| 1 | Each cause | a remedy |
| 2 | Since short-term rentals remove homes(原因1) | cap or phase out their licences |
| 3 | Barcelona(licences を実例で受ける) | returns flats to long-term tenants |
| 4 | A cap alone(文2の cap) | bring back the bakery(原因2を呼び戻す) |
| 5 | Councils can also(新) | food shops and other services |
| 6 | A tourist tax(新。後半の both measures で旧に戻る) | without raising taxes on residents |
Band 8 に届かない点: "far more than a long-term tenant would pay" を数字で支えていない。
| GRA | 7.5 | 後置の過去分詞 "A flat let to tourists"、on which、whether 節、whose。
